Hey Robin, I am a dental hygenist. However I have not worked in the field since 2004, so this is just what I remeber but could be wrong or it may have changed. Any dentist can use laughing gas or prescribe valium to sedate their patients but for some reason they hardly use laughing gas anymore. To be sedated more like twilight sleep or being knocked out you have to see an oral surgeon.

Again this is just the way I remeber it from 7 years ago and my brain isn't as sharp as it used to be.

No, sedation techniques cannot be employed by all dentists. Sedation dentistry can be quite complex, and most dentists who are interested in using these drugs must be licensed to do so. Most dentists will mention on their websites if they have the appropriate licenses. If they do not, it may be a good idea to contact their offices to ask.
